ACPS Announces 2025-2026 Organizational Structure Changes
Allegany County Public Schools Superintendent of Schools, Dr. Michael Martirano, announced changes in the organizational structure of Administration within Allegany County Public Schools.
Mr. Glenn Rice was appointed as the Chief Administrative Officer. Mr. Rice began his tenure at ACPS in 1997. In that time, he has taught at both South Penn Elementary School and Washington Middle School, and has held administrative positions at Braddock Middle School, Fort Hill High School, and Washington Middle School. He held the position of Supervisor of Human Resources and most recently served as the Director of Human Resources. Mr. Rice earned his Bachelor of Science degree in elementary and middle school education and his Master of Education degree in Administration and Supervision, both from Frostburg State University.
“I am honored to serve as a Chief for our school system,” says Mr. Rice. “I appreciate Dr. Martirano’s confidence in my leadership and look forward to continuing to make a positive impact for the students of Allegany County.”
Mrs. Jacqueline Enright was named the Director of Elementary and Early Childhood Education. Mrs. Enright has been an ACPS employee since 1994. She has taught at South Penn Elementary School, Northeast Elementary School, and Bel Air Elementary School, and has held administrative positions at South Penn Elementary School, West Side Elementary School, and Cash Valley Elementary School. Most recently, she held the position of Supervisor of Early Learning Programs and Elementary Reading. Mrs. Enright holds a Bachelor of Arts in Early Childhood / Elementary Education, and a masters degree in both Administration and Supervision and Special Education.
“I am eager to apply my leadership skills and experiences as the ACPS leadership team expands its vision and strengthens our shared commitment to student success,” says Enright. “I look forward to collaborating with school and district teams, along with community stakeholders, to drive meaningful progress in this new role.”
Dr. Molly Stewart was appointed as the Director of Secondary Education. Dr. Stewart has worked at Allegany County Public Schools for the last 29 years. She has been a building administrator for the last 21 years, with her most recent position being Principal of Braddock Middle School. Dr. Stewart holds a Bachelor’s of Science degree in Early Childhood / Elementary Education and a Master of Education degree in Administration and Supervision from Frostburg State University, as well as a Doctor of Philosophy in Leadership for a Changing Population from Notre Dame of Maryland University.
“It has been the honor of my career to serve as a principal in the Allegany County Public School System and work alongside such dedicated students, staff, and families,” says Dr. Stewart. “Together, we’ve built a school community grounded in excellence, care, and opportunity. As I step into the role of Director of Secondary Education, I look forward to continuing this important work on a broader scale, supporting all of our schools, ensuring every student has the chance to thrive, and working collaboratively with all stakeholders to achieve the vision of Dr. Martirano – to elevate our students to new altitudes.”
As Dr. Stewart will be moving into her new role, Dr. Eric VanSlyke has been appointed the new Principal of Braddock Middle School. Dr. VanSlyke has been at Allegany County Public Schools for the last 20 years. Dr. VanSlyke taught at Fort Hill High School, held an administrative position at Mount Savage Middle School, and most recently served as the Supervisor of Secondary Science. He holds a bachelor’s degree in chemistry from the State University of New York, a Master of Education degree in Administration and Supervision and a doctoral degree in Educational Leadership from Frostburg State University.
“I am deeply honored and excited to take on the role of Principal at Braddock Middle School. I am truly grateful to the Board of Education and Superintendent Dr. Martirano for this opportunity,” says Dr. VanSlyke. “I look forward to building on the strong leadership of Dr. Molly Stewart and working collaboratively with the dedicated staff to support every student’s success and prepare them for college, career, and life. While I will deeply miss the family I have been fortunate to be part of at the Board of Education over the past twelve years, I am eager to join the Braddock learning community and continue serving our students and families in this new role.”
